tax bills rise next year by $2,000. the fiscal cliff isn't the only thing rattling the economy. in just a few weeks lawmakers will begin battling over the debt ceiling. you may recall that in the summer of 2011 the debt limit standoff led to the first ever downgrade of the nation's credit rating. joining us now from capitol hill is cnbc's aman jabbers. appreciate you helping us make sense of all of this. >> happy new year. thank you for having me. >> on a less happy note, there are economists who are saying this whole fight over the fiscal cliff, the rangeling in washington has already caused a hit on the economy. can you explain sort of what the impact of the debate has been. >> you dw definitely seen it. ju as early as friday when we report that the president was not making his new offer with offers down at the white house. we saw the stock market sell off rather dramatically just in those couple of minutes as that news was coming out. i got to say that over the past 24 hours or so the stock market has been relatively calm sort of expecting a deal, expecting that lawmakers wi

, as jessica said, the oddsmakers are definitely seeing the fiscal cliff happening, us going over the fiscal cliff, but if senate does pass something, that would be the next move, then the house could pretty easily take it up and pass it on sunday night or monday morning, on the actual day of december 31st. i think at this point, it's more of a question of optics, and democrats were definitely trying to take advantage today of the fact that the house republican -- the republican-led house, rather, is not here and won't be here until sunday. we all know that what happens here in washington, is that nothing really happens until they're really up against the deadline. that's why i'm also told by some democrats who really know what the process is going to be, if there is one, that they don't even see this potentially happening, if there is any kind of legislation that goes before december 1331st, until probably that day, december 31st, because the pressure will have to be on to get enough republicans in the house and the senate, to pass this. >> right up to the edge. thank you, dana. thank you,

spending cuts, what they have set up is a series of mini fiscal cliffs, if you will, kate. so every three to six weeks, over the next six months, we could be going through nights like this where we're up against the clock and congress has to act and the president -- they have to figure out how to compromise or watch automatic headaches kick in. >> chuck todd is going -- it's going to be a long night. thanks for being with us on wall street today, this final trading day of the year. investors were hopeful of a deal would be work out by the time the closing bell rang at 4:00. stocks soared to their highest point today. the dow finished 166 points up, the nasdaq 59 points and the s&p 500 was up almost 2400 points on the day. for the year, the dow finished with a 7% gain. the nasdaq was up almost 16% this year and the s&p 500 gained more than 13%, a very strong year for stocks. so let's bring in cnbc's senior economics reporter steve liesman. steve, we just said the market was way up today, they thought we would have a deal. now we're headed over the cliff. this can't be good news for our eco

when it comes to the fiscal cliff. one, we'll see an agreement within the next 48 hours in which case middle class taxes will not go up. if that doesn't happen, then democrats in the senate will put a bill on the floor of the senate and republican also have to decide if they're going to block it. >> biden and mcconnell are said to be only about $100,000 apart on where the bush era tax cuts would expire with the republican pushing for $550,000 a year. democrats offering a 450,000. biden stowed have given up his push to raise the estate tax. democrats are trying to delay spending cuts until 2015 and republicans are demanding more spending cuts to offset extended unemployment benefits and farm subsidies. lot of ground to make up. but mcconnell says his decision to reach out to biden was a good one. >> the vice president and i worked together on solutions before and i believe we can again. i want my colleagues to know that we'll keep everyone updated, the consequences of this are too high for the american people to be engaged in a political mess. i'm interested in getting a result here. >

as the fiscal cliff, who will most likely make the next news story? guest: i think it has to be president obama. i think john boehner went through a devastating experience this last week when he called for a vote and did not have a vote. his troops abandoned him. it has been ongoing for a while, his relationship with some of these freshman. he is having a difficult time and i think he has been rendered -- left in a weakened state going forward. i think the people who still have power here -- the white house and the senate -- suddenly i think there is more and more attention given to senate republicans. it is not clear whether mitch mcconnell wants to play a role because he has a campaign coming in 2014. for some people on the far right, the idea that mitch mcconnell would make a deal with obama could be acceptable. you have 10 or more republican senators who say they are willing to do business with president obama in terms of approving an increase in the marginal tax rates. if that is the case, if you could get them to pass some kind of bill and then send it on to the house, and all boehner sai

years ago shall the spending cuts, the fiscal cliff, it was designed to force washington to deal with the nation's long-term debt problem. and instead, here we are, a final hour, who knows what will happen next and i want to specifically ask you about the lack of progress on those structural issues like entitlement spending because even the plan c isn't touching that. so that means regardless of what happens before january 1st, investors will then be dealing with a certain degree of political risk long-term after the fiscal cliff deadline has passed. so, how will that affect the market on the economy in terms of spending cuts? >> well, my fear is that the compromise will be that we get the tax increases and they postpone the spending cuts and that's the ultimate objective. >> yes he. >> and you know, that is something that the economy will recover from and something will adjust to. remember, about half of the increased taxes on the average individual come from simply the roll off of that fica tax break we received the last two years, so, you know, the tax increases inasmuch as yo
